Definition of Personnel Management

  Personnel management is a division of management concerned with the recruitment, hiring, staffing, development, and compensation of employees as well as their interactions with the organization in order to achieve organizational goals. Personnel management's primary functions are divided into two categories.:

·         Operative Functions: The activities that are concerned with procurement, development, compensation, job evaluation, employee welfare, utilization, maintenance and collective bargaining.

·         Managerial Function: Planning, Organizing, Directing, Motivation, Control, and Coordination are the basic managerial activities performed by Personnel Management.

  From the last two decades, as the development of technology has taken place and the humans are replaced by machines. Similarly, this branch of management has also been superseded by Human Resource Management.

Definition of Human Resource Management

Human Resource Management is a specialized and organized branch of management that deals with the acquisition, maintenance, development, utilization, and coordination of people at work in order for them to give their best to the company. To meet those requirements, it refers to a systematic function of planning for human resource needs and demands, selection, training, compensation, and performance appraisal.

Conclusion

Personnel Management and Human Resource Management differ primarily in their scope and orientation. Personnel management has a limited scope and an inverted approach, in which workers are viewed as tools. The worker's behaviour can be manipulated according to the organization's core competencies, and they are replaced when they become worn-out.

Human resource management, on the other hand, has a broader scope and views employees as an organization's asset. It encourages mutuality in terms of goals, responsibilities, and rewards, among other things, which will aid in improving economic performance and human resource development.

When Human Resource Management (HRM) was not widely used in the early centuries, Personnel Management was in charge of employee staffing and payroll (PM). Traditional Personnel Management is how it's known. Human Resource Management has grown in popularity as a complement to traditional personnel management.   1. The main difference between Personnel Management and Human Resource Management lies in their scope and orientation. While the scope of personnel management is limited and has an inverted approach, wherein workers are viewed as tool. Here the behavior of the worker can be manipulated as per the core competencies of the organization and are replaced when they are worn-out.
